What is this? How is it used?

It looks like a pulley, which is used to carry rope or heavy cord which is passed over the pulley wheel.

Pulley assemblies are usually fixed to a wall or ceiling as a location point at the end of a line of rope or heavy cord, thus allowing a run of rope or heavy cord to be suspended between them.

It looks fairly industrial. The pulley wheel looks as if it is made from an undulating material. Is it used as part of an adjustable support system for overhead services cables, such as for electricity or telephones?

It has a household purpose related to the cleaning of items we all use everyday.

OK. I'm going to guess that this pulley is used for moving clothing on a clothesline so you can hang it from a deck but have it high enough to catch the wind.

Kevin and Richard,you are both so close to the correct answer. It does involve laundry clotheslines. The real use is much simpler.
