It is a can opener. Industrial strength for a commercial kitchen.

It looks like some kind of electronic notice board. There's no way to tell where this one is located but such devices can be found on major roads to announce such things as lane closures. Portable versions are commonly used during road construction to display important messages.
They can also be used for arrival and departure info at airports and as advertising billboards.

Yes, it is a type of electronic notice board.

My next clue was going to be "It provides a public service." Here are 2 more photographic clues to where it is found.
