Have never seen that kind of marker used in Ontario - at least not east of Toronto. Here we use the orange cone.

They use orange cones here as well. The pylons in my challenge,however,have reflective tape on them which makes them more visible at night.

It looks like a sports supporter's clapper. A large plastic caste met type instrument shaped like an outstretched hand?

OK my challenge is: What is this a part of?
. Secondly, I am looking for the name of the maker of the whole object in which this is fitted.
