Arranging spps with gaps

I have seen a screenshot here of an iPad two with some gaps between rows of icons/apps. Ive made the effort to find the right third party application that does that but I can't find it. Can someone help me?

You're probably seeing someone running Gridlock on their iPad. With it, you can put your icons anywhere within the stock columns/rows of the iPad (as in, leave those gaps you saw).

It's one of my favorite tweaks and you can get it at Cydia for $0.99 (USD).

You may also like to look at Iconoclasm which allows for different icon grid layouts too...
