You're right. I just went back and checked and if I can't see the username, even though I can see the avatar, I can't visit the neighbour. I can only visit neighbours whose usernames I can see now and whose usernames never disappear even if their avatars do.
 
After a second look at my can't/can visit list, i think i can visit people who added me, and i can't visit people who i added. Is this true for you?

I've had many of my neighbours for a few months now and can't remember who I added and vice versa. I can't even remember if you added me or I added you! I'm going to go back into my support ticket and add some additional info. Have you submitted a ticket? I sent in three the other day but how are we supposed to complete the quests if we can't visit people's airports? And I like to be able to support my neighbours by visiting and leaving some $, fuel or passengers behind.

Here's my list:
Can't visit: Sian and David, Zanydu, Jbg, Fred, Capt Flop, Lilly, Pingways, Letgnis, Red Dog,Jdm, Vibbster, Marsm, Mr. Pepper, Revizzi
Can visit: Ircro, Bloobuoy, jai pilot, Jim, Pdxsk2, Mai Zack, Jce, Craig za, Tele cove

I have not tried to remove and add as this caused big problems in the past.

I've just submitted my ticket, wanted to have as much information as possible. If more people have this problem with the game, the support link is:

The more people complain, the sooner they will probably realise the scale of the problem.. right?

Don't try that!!! Once u delete someone that's it, you can't re-add, you lose them as neighbour
