It's the hydrostatic release unit on an inflatable life raft.This device automatically launches the life raft as the ship sinks,if it hasn't already been manually launched.
These devices are required under maritime law because,depending on the emergency,ships can sometimes sink so quickly that there is no time for the crew to launch the life rafts manually.

Complete and correct, also a further floating (inflated) liferaft increases the possibility to trace survivors.
