It's the Canadian flag. It made its first appearance on February 15th,1965; a date now celebrated as National Flag of Canada Day.

I stand corrected. I unintentionally transposed the names for the England and Scotland figurines.

Thought so, easy to do. To help others with the clues given: left to right:
Irish Harp / Shamrock, English Rose, Welsh Daffodil, Scottish Heather.
Whatever the order, they are all beautifully made figures. I would give them mantelpiece-room here, and that is really saying something indeed.
