How to install appsync on ipad?

I have found tons of tutorials for the ipod and iphone for this but none specific to the ipad 4.3.3. All the tutorials say use the "manage" tab. The problem is, i do not have a manage tab!

Mine shows: Cydia - Sections - Changes - Installed - Sources - Search

No "manage" tab.

How can i get and install appsync ?

I also tried the search in Cydia and could not find appsync as well.

I believe Appsync pertains to stealing apps and is a forbidden topic on this forum. Read the rules.
