Early in the challenge you said it "could" be used for communications. I'm not seeing that or anything else other that wheels, or pulleys. The grooves in the wheel looking round parts looks like a track for a drive belt.

By communications I meant that this object and the aircraft it was attached to could move from one place to another to deliver items or for training purposes. Semel correctly identified it as an aircraft propeller.

Correct. It dates from World War II and was one of two on an Avro Anson.
