It's a Queen's Life Guard on mounted sentry duty at Horse Guards.

My visit to London with my niece provided new challenge material.

BTW, this guard took over from the one with the very frisky horse. The guards sentry boxes have large warning notices that horses can kick or bite, so be careful when getting close to them. There was no mention of the skittishness. When the horse took to moving around in a circle, the rider maintained his composure throughout, while bringing his steed under control. It was something to be very proud of.
