Looks like a hand hold. It appears to be bolted to the floor.
Possibly used for support by a disabled or frail person.

It's not a handhold bolted to the floor and it's not intended for support for disabled or frail persons.

Yes it is the headlight and part of the grille from a motor car, but not a Morgan. I've opened out the photo some more.
