Lets expand a bit. The part of the streetlight could be the cover to the time clock or other controls near the bottom of the lighting column.

Yes, it is used in the kitchen.

It isn't a tool as such. I've opened out the image some more.



Note there are clues to be seen in the space between the timbers. In the first photo there are clues along both edges of the timber.
