How about a fitting for some kind of drainage system? Are there four of those grills with the round openings below them? Your photos only show 3.

How about the Diamond Jubilee State Procession fly past by the Red Arrows in London on the 5th of June,2012.We're looking at the red,white and blue smoke trails used by the Red Arrows during stunts and fly pasts.
