It's not an industrial hand sanitizer dispenser but there is a relationship between this object and your guess.

BTW, I would like to know what unit it is, not the sticker.
 
It's the hydrostatic release unit on an inflatable life raft.This device automatically launches the life raft as the ship sinks,if it hasn't already been manually launched.
These devices are required under maritime law because,depending on the emergency,ships can sometimes sink so quickly that there is no time for the crew to launch the life rafts manually.
