Is it a pepper mill?

Ours has a similar looking mechanism. The entire top is gripped and rotated to grind peppers held in the body of the mill.

Where is the represented person seen regularly?

There is a condition attached to that person's role. What is it?

The Stig from Top Gear. Obviously it's a figurine.
He is responsible for setting lap times for cars that are tested in show.

You correctly answered 2 of my questions.

What is the answer to my 3rd question. I wasn't thinking of setting lap times. The condition, or clause in the Stig's contract is specific to the role.
