Looks like a PA (Public Announcement) system for the building or maybe several buildings.

Or maybe just a few rooms (classrooms maybe), in which case it's probably an audio/visual setup. Hard to tell from the pictures how extensive it is.

I've worked on a few of these.

It is an audio control board at the media centre I work in.



We're installing new control boards for the FM radio stations. The one pictured is an old unit.
