No,not that. It's only about 3" in diameter. It attaches to another device in order to unwind the secrets locked within.

It's used as part of a system to prevent an object moving from where it was left.

It looks like a hook of some description. The hook is low down with the supporting pole fixed to a pavement by anchor bolts.

Perhaps it is a cycle stand.

No, it 's not for bicycles. The object in my challenge is used as a fastening point by objects that move without wheels.
