What is this and what's its purpose?
It's specific to a certain business and its modern design (1950's to present day) has changed little over more than half a century.

Here's another view. Can't show a lot more or it gives it away. IF, you're a Star Trek (original series) fan, you have seen this device used as a prop. It's intended purpose made it readily accessible to the TV studio producing the show.

It's an illuminated emergency exit sign. Star trek used it as the red alert light on the helm console of the original series enterprise bridge.

It could also be the red light that alerts people that filming is going on in the soundstage.
