It's not a dummy,It's disarmed,of course,and the fuse is missing.
It has been fired.
It dates from the mid to late 19th century and was used in a rifled muzzle loading cannon.

It looks like a bulb used in an electric fire with "coals". In such fires, the bulb was placed on it's side under a spinner vane which, when the bulb was hot, rotated to give a flickering flame effect.

The fires were called flame effect electric fires. They were very popular in the mid 1950s to late 1960s.

...... ..... Sorry about that. I hadn't seen the posts since the flash bulb was solved. My iPad had given me problems. It couldn't open apps. It went into a loop when I tried to turn off the power. Al is up and running, but it looks like I need to get up to speed with the forum threads!

I'm not sure, but does the colour indicate a clean supply for computer systems? The red indicates non standard usage.

Because the outlet isn't shrouded or contained in a weatherproof enclosure, it should be situated inside a building.

Close enough. This red receptacle, one of many in the building I work in, identifies a "clean - emergency" power supply for electronics only.
Lights and consumer appliances such as kettles or coffee makers, are forbidden.
