It's not a lug but and water isn't involved.

Have to say I am mystified. It looks like some kind of framing. The close-up shows grain but
because of the paint or coating used, I can't tell if it's wood or composite.

Have been turning the iPad to get it the "right" way up but it keeps swinging round...presume it's meant to be that "clinging to the ceiling" way up? . Feels odd!
But don't know the jargon to identify this.
