No.it's designed to stop something from climbing the tree. The tree is an American Elm tree.
P.S. It doesn't have anything to do with Dutch Elm Disease.

As I won't be able to monitor this challenge any longer,here's the answer. It's a tree band designed to trap the female cankerworm moth as she climbs the tree to lay her eggs in the canopy. Large numbers of the larvae can completely defoliate a tree.

I hereby declare the challenge open to the first IPF member who wishes to post a challenge.

Doesn't look like a letter rack object.
Looking down on the top of a hand made quiver? For storing arrows while shooting. Uses cardboard tubes; I have one like that but without the smart cover.
