Sorry,it's not part of a grass cutting machine,but grass clippings and other items are temporarily stored in it.
 
Hmmm. I'm thinking that the many construction workers in your neighbourhood don't have lavatory privileges at nearby homes. Is this a portable facility for that purpose?

It's a rubbish bin for all household garbage. On collection day,they're rolled out to the curb to be emptied.
