What is it?

The biggest clues to use in identifying this football player are his jersey number and the logo just above and to the right of his head.
I saw him play in the 1960's and 70's.
 
I have to go offline and won't be able to monitor the challenge,consequently I'll give the answer and open the challenge to the first person who wishes to post a new challenge.

The answer Is Ron Lancaster,former Quarterback for the Saskatchewan Roughriders. The banner was mounted on the side of Mosaic stadium in Regina,Saskatchewan the home field of the Roughriders.

The challenge is now open to any IPF member who wishes to post a challenge.

It looks like a flashing warning light often used with other safety equipment such as signs and barriers to debark roadworks or similar.

Sorry Scifan, I never realised I had answered a challenge last time - thanks to our drifting off focus ;)

Axis, you are correct. Concrete cures, rather than dries out, and concrete will continue to gain strength over a number of years. The initial cure and most of the strength takes place in the first 48 hours or so of being laid.

Tree lopper? For cutting high branches out of reach.

Stranding, you have it. It's a tree lopper.

The brick wall was a bit of a red herring, I rested the lopper against the wall after pruning some fruit trees.

And then I leaned it against the shed so I could get it nicely posed for a photo of the complete article :)

As always, devious! The braided rope & toggle drew me in straight away (as it would:-)) and we have one just like it, so a giveaway.

Unfortunately I need to go offline for 4 or 5 hours, so the challenge is open for anyone to pick up.
