Holes drilled in the pavement / sidewalk?...reminds me of Bernard Cribbins again:-)

Checking the water table?
Or sewage pipes?
Holes to erect scaffolding?
Looking for electric cables?
Holes to fix those barrier thingies in a few posts back?

That's just the holes-purpose. The corrective filling-in name is another matter.

No to all your proposed explanations.
The holes are drilled in order to pump something under the sidewalk. It corrects certain problems the sidewalk had.

Expanding foam to insulate & warm the surface?
Some other sort of warming ingredient to help melt ice & snow in winter?
More concrete or ballast to rectify unevenness?
To bury broadband cables?
Or fibre optics?

EDIT: Hole made to dig down to find & give a shove to the handy little mole used to pull wires along underground?

I expect there are cavities underneath the sidewalk. In construction repairs, a technique used to stabilise foundations in these situations is to pump a liquid form of concrete into the cavities. The concrete usually has a foaming or similar agent added to the mix, and this will expand the concrete as it drys out and sets. The cavities are filled and stability shoal be resumed.

Stranding and Richard,you both mentioned fixing unevenness in the concrete as a possible reason for the holes. Richard,your answer is the most complete,therefore I declare that Richard has won the challenge by providing the most complete answer to my question. The process is called mudjacking and is used to level concrete slabs and sidewalks that have shifted since installation. The liquid mudjacking compound is pumped into the holes until the slab is level again.

An interesting (or not?) fact, concrete does not dry out and set, rather it cures and never really stops doing so.

He was one of the Greatest quarterbacks in Canadian football and has a place in the Canadian football hall of fame.
