Looks like a joystick. I have ones just like it on my slot machines. I've seen them on arcade games as well.

From 1964-1966, I traveled the land harvesting teeth from hobos. We used that exact same unit for processing.

It looks like a decorated china dish. It could be an antique. It's use was most likely to display fruit. However, nowadays it will probably be a display in it's own right.

Is it an alarm panel of some kind? The light in your second photo probably shows green if it's operating properly and red if it's not.

It is an electronic panel but not an alarm.
