It's not a cycle lane sign, and it isn't a disabled parking sign. However, it is road transport related.

Have been trawling the code / statutory signs with no luck. Can't be a radioactive warning...

Yes, it is an MOT Testing station sign. However, it also applies to cars and motorcycles.

I've seen village garages with this sign. In lots of villages.

Yes, that's very funny! Makes you wonder how reliable a garage it is!
Strange how that sign is both very familiar but difficult to identify.
