My ideas to improve the patent system

Two things I'd like to see to improve the patent system:

1) Patents that were received from another entity can not be used in patent litigation
2) Patents can not be used in patent litigation unless the patent holder has the technology being distributed, now or in the past, to a customer

I know nothing of patent law but feel the above points may help curb patent trolls.

Thoughts?
