It's a rumor based on one journalist's undisclosed source (though AllThingsD does have a decent reputation). It jibes nicely with the expected schedule, but I'd recommend not making any financial decisions based on it. Even if the source is correct at the moment, that does not mean Apple can't change their mind at any time before they do announce the event.

I think it will have nearly the same design as the iPad2, but it will have nice improvements.
