where did this pop-up show up ? .. On a notification badge ? or in safari ...?

If the Popups appear on the homescreen (or in any other app open) check the Notifications in the settings... Search for the app which might be it and disable it.
If it is in Safari check if the Pop Up Blocker is enabled...
