Cannot add a 2nd email account

Hi.
Newbee here.

I have added one email account to my ipad, but when I go to "settings" then "Mail, Contacts, Calendars", it just keeps going back to the settings icon. There is no longer a set up page for adding a new email account.

Any help appreciated please.
