As far as I understood you should turn the game off completely (not allowing it to run in the background) before changing time zone; such operation won't create time shifts on the server during one game session.

I haven't had my game blocked and had no popup about time travelling, but I can't add friends, join launches and only a few of my friends get my gifts.
