Monitoring Internet usage on the Ipad

Hi Guys, am wanting to know if there are any aps or ways in which you can see what programs are using the internet on the ipad, I close down apps im not using but notice I go through a fair bit of internet usuage and think its programs using it without me knowing, whats the best way to find out?

Programs should not be using Internet when they are shut down. However, they will be using some if you have them able to give you notifications. They might not start up, but they will be checking the Internet to see if there is new stuff for that app. I think it should not be that much unless it is checking every minute or so.
It will be interesting to see what others have to say about apps that can check on other apps' Internet use.
