Zoom or enlarged font

I have a friend who has vision problems, on his desk top computer he has a special program called Zoom Text that makes everything on the screen a lot larger so he can see everything. Does anyone know of a way to do something like this on an iPad or maybe an app that will do this? Obviously I know you can typically pinch and drag the screen to enlarge stuff, but it doesn't always work with every program.

Go to Settings/General/Accessibility

Under the heading "Vision" there is a setting for ZOOM. Once turned on the facility can be invoked by tapping the screen with three fingers.

The parts of the screen that are off the display area can be viewed by dragging the display window with three fingers.
