Why do you need counts to send pm

Hy do you have to have certain amount of counts to do certain thing ?

It's just the way the forum is set up. It's to ensure that spambots don't have too much capability when they first join up. After 4 posts you can supply links, legitimate ones, and after 6, I think, you can send PMs. It's not too onerous.
