Where would you find this? What is it called? Who built it?

Would it be the Portico of Octavia? If so, Augustus built it as a monument to his sister Octavia around 26BC.

The image in your challenge is of the southwest entrance - which is all that remains of the original structure.

An on-line article notes the ruin now forms part of an archaeological park that includes some temples and the theatre of Marcellus.

It could indeed be the porticus of Octavia.

Part of the Chicago Transit Authority rapid transit system nicknamed the "L" for elevated.

Your picture appears to show act a train entering "the loop".

This image is a frontal of the same area, if I'm correct.

Correct, Admiral. It's a view of the loop in central Chicago. Your photo is the same curve, taken from the opposite side. You have the challenge, Admiral.

Interesting the intuitive spelling feature chose "elected" over elevated, for a city known for its raucous politics.
