Try this textual tutorial to setup VPN on your iPAd.
1- Go in to " Settings".
2- Select "General".
3- Go to "Network".
4- Select " VPN".
5- Add "VPN Configuration".
6- Select your protocol "PPTP" or " L2TP".
7- Enable VPN to "ON" status.
Have a secure session on iPad with VPN connection
