Unable to add new contacts to Contacts app

The option to create a new contact, select a contact to edit is no longer available. I have completed several syncs and it is not cleared up the problem. Syncs have usually resolved this type of kink in the past.

Try going to Settings > iCloud and turning on Contact syncing. If it's on try turning it off, then on again.
