tap-and-hold speed setting

I am running into problems with an iPad whereby it is interpreting a single tap as a tap-and-hold, thus launching pop-up panels instead of acting like a single tap. To get single tap behavior, I have to tap as quickly as I can. Is there some setting to slow down the tap speed so that the device won't interpret a single tap as a tap-and-hold?
