I have two iPads, an iPad Air 1 and iPad Air 2 both of which should contain copies of my Photos album off my iMac. Unfortunately the last few photos will not Sync to either of the iPads.

For a test I created a new Album on my iMac and labelled it 2018 for the coming years photos and entered a trial photo. This did not update, but when I looked at my Albums list in iTunes, the 2018 album was not listed and so it would seem that the listing from my iMac Photos app is not being updated or passed to iTunes.

Thoughts please as this happened over a week ago and I thought that a weeks worth of closing down everything and restarting may have solved the problem.
 
OK I fixed it. I learned the hard way that the only library that can be transferred is the 'default library'. By using 'Power Photos' I found that I had duplicate folders of my Photos library, which had mysteriously been created during a recent computer problem and I was updating the this identical non default library. I copied out the updates to the default library, deleted the duplicate and everything is now fine.
