The iPad mini (first generation), Wi-Fi only, is iPad 2,5. That's what you have to select.

It's possible that your iPad is not a first generation mini, or it's Wi-Fi + cellular.

What's your iPad's model number? You can find it at the back of your iPad. It starts with an A, followed by four digits.

That's the first generation mini, Wi-Fi only, so your description is right. The model ID is iPad2,5. That's the ipsw-file you should have downloaded. 9.1 is still signed by Apple, so I'm wondering why it wasn't working.

Ive tried a few times using itunes , shift restore, then I select the file and get that message.

When I click more information it just takes me to the latest itunes store download , that I already have.

Sorry, no idea what went wrong there. The software should be the right one, the procedure you described is right when you use a Windows computer.
