It wont work and all it has is like a battery sign help?!

First, welcome to the forum!
Second, the brief description above is really not of much help - sorry - 
Questions - are you the first owner of your iPad2, did you damage the device, is the iPad 'jail broken', and when did this problem start?
What does 'battery sign help' mean and can you post a dialog box?
Have you plugged in the charger (assuming the charger is operating properly & is the right one) and let it charge overnight?
Please respond to these questions and maybe some more specific suggestions can be offered?
