iTunes and Mini not communicating

When I hook up my PC to my mini the computer recognizes the iPad as a storage device, but it isn't showing up in itunes so I can transfer music to it. I have restarted the ipad and my computer several times. This is the first time I am attempting to do this as it is a work issued device. I have gone into the settings and set up my itunes account on the ipad, but it still isn't connecting in itunes, any ideas?
