Is that a low lying area of that specific neighborhood?It's a concrete spill way (or whatever you want to call it). They run across the creek very 30 yards or so for the entire length of the path, 3 and some miles. I have no idea what their original intent was, but they slow what would probably be a fast narrow creek into a broad shallow river.
