I tried to reset my new (used) ipad and its stuck.

Android guy here. I purchased an Ipad 3 used to give to my mom as a gift so she can have internet access. It was working fine on my verizon LTE but when I went to download hangouts it was giving me a weird circular run around between error messages. I decided it may be tampered with or jail broken so I went to wipe it clean with a factory reset.

I am now stuck at the first screen with the apple and the status bar that isn't filling. Please help!

My girlfriend has an iphone and I just plugged it into her PC because I just read that it may have to be fixed through Itunes.
