how different are the iPad and mini??

I bought a third party book, Expert iPad, and I'm wondering if I should return it... I have a mini and it does not mention the mini. With the same OS, are they basically enough the same in function that the issues like icloud, airplay, tethering, airprint, and the apps will be similar for both??? I know there are free manuals, just wanted to decide whether to keep this particular Costco purchase.

The iPad mini offers voice memos in ios7 where the iPad 2 does not.....there also maybe other software differences however I have not checked.
The iPad most likely will be phased out later this year

If you have a the original mini open notes app and a microphone appears lh side of keyboard this allows dictating

That's pretty much true of all iPads now days (excluding the 1). They have dictation even if they don't have Siri. When enabled in settings, you'll see the microphone on the keyboard in just about every app.
