Hi and welcome to the Forum!
As you've discovered this is how photos work on the iPad. All photos in your albums are just shortcuts to either your camera roll or streamed photos. You can turn off streaming and to get rid of the photos this will have to be done on your PC/Mac under iCloud. Then you will still have camera roll and albums. You could always just get another photo app, I'm sure others will have some suggestions or do a search on what others are using.
The IPad Forum is a community of members from all walks of life and from all over the world coming together to share our experiences and to help each other learn about this wonderful piece of technology the Ipad.
