Have you used the spreadsheet for jewelry truck deliveries? I think the boat gold vouchers are random based on an algorithm determining ratios. I usually use my diamonds to strategically spin the wheel when there is a gold voucher on it, I got 3 yesterday by spinning 5 times.

The boat orders are pretty random but there used to be very consistent combinations of jewelry and ingots that always got gold vouchers. As fysgt says, use the spreadsheet.

Thank you for the spreadsheet, I was once saw this when it just started. Actually I took note also and was planning to contribute to this spreadsheet. But since I only got veeeeerrrrrrryyyyy very rare golden voucher, and almost most of them green, I feel that is not really useful.

It's all about fishing !!!
I only have 3 golden voucher and so only 3 golden lure can be produced. We need golden lures to catch some kind of fishes. I already give up for my last dog and my last 2 horses that needs 23 golden vouchers.
Today I ask Tom and pay him one day - for the first time - only to see if he can looking for golden lure or golden vouchers. And the answer is : noooo !!!
There is no option also to trade the lures ((((((((

Even with toolbox tips, I found diamonds more than one golden voucher. Sigh

18 from total 30 kind.
Some of the 18 are with small and medium weight. None of them counted as large fish. Have no idea how to fish the large one.
Thinking if we could use bacon or goat cheese for making lures, instead of using vouchers !!! Hahahaha...
