Ok, I can see where you are coming from. If the Internet explorer is a must, than you will need to use an app to remotely connect to the windows PC. And ideally, you don't want to install anything on the computers either, since they are used for business.
So, windows comes with it's native RDP, remote desktop protocol. Meaning if you use an iPad app, which works with that protocol, no software has to be installed on windows.
So here are a few suggestions of apps, which work with windows native RDP protocol:
