Have a look at what dragons you already have in you hibernation cave and then make your decision. It is very difficult if you are working towards your shrines as you need 50 of each elements. So, for example, I would recommend rather than level a plant dragon to level ten, maybe choose a plant dragon that has two elements in it. If you level a poison dragon to level 10 it will count toward 1 more dragon for your plant shrine as well as 1more dragon for your fire shrine. That means you spend less money on food treats and you get closer to your shrine count.
If you are going to spend gems, try not to use them to speed up any breeding. Instead, save them for upgrading your hibernation cave. Just remember for every level 10 dragon you sell off now, you may need to breed one again, only to find you need to feed it back to level 10. You will find the hibernation cave is a key element in the game. you are going to need all the space you can get to store your dragons.
When possible, get two of every dragon because you never know when you will need them for breeding.
Also, dragons that can be easily purchased from the market at any time - single element dragons like plant, fire, lightning etc don't collect too many of them because you can always buy them for little $ when you need them quickly. Hope that helps.
