I have an Ipad 2 with cydia apps and I am planning to JB also my iphone 4. My question is if I can use my purchased cydia apps on my iphone 4 or do I have to buy the same apps again?

It's up to the developer how it works. All I can do is recommend you go to Cydia with your iPhone and see if a purchased tweak is downloadable, without another purchase, to the iPhone.

A lot of times, the tweaks for iPad and iPhone are not compatible, so there's that to watch out for.

IOW, I don't know the answer to your question and all I can suggest is to try one... Sorry.
